【摘要】 [目的]农村环境治理是全面部署实施乡村振兴重大战略中核心问题之一。[方法]文章首先基于利益相关理论从政府、企业、城市、村民、环保组织、科研院校6个不同利益相关者层面分析出农村环境多元共治的17个影响因素;其次采用SNA-ISM方法定量辨识影响泉州市农村环境多元共治的关键因素及分析各影响因素的层次关系。[结果]农村环境多元共治各影响因素之间关联作用较强,城市污染企业为转嫁排污成本转入偏远农村和农村承载城市发展中一些污染转移为表层直接影响因素,在资源输出上很大程度上依赖其他因素;轻视产生较少经济效益的农村基本公共卫生设施资金投入、乡村企业粗放型发展模式、忽视农村环境保护技术有别、重视事前环保技术研发而忽视之后的应用和改进和缺乏政府、科研院校和农村三方合作的乡村环保科研产业链为中间层间接影响因素,中介传输作用较强;地方保护主义、城市发展汲取农村资源是深层根源影响因素,在资源输入上较大程度上受其他因素的控制。[结论]最后根据各因素之间的层次关系和相互影响程度分析结果,为解决泉州市农村环境多元治理失灵提供参考建议。更多还原

【Abstract】 Rural environmental governance is a core question for rural revitalization strategy. This research obtained the 17 influencing factors of rural environmental cooperative governance from six stakeholders including government, enterprise, city, villager, environmental organizations and research institution, and adopted SNA-ISM method to identify the key factors of rural environmental cooperative governance, and then analyzed the structure and inherent links among the influencing factors in Quanzhou. The results showed that the correlation of those influencing factors of rural environmental cooperative governance was highly connected, urban pollution enterprises being shifted to remote rural areas for transferring emission costs and some urban pollution being transferred to rural areas in urban development were the surface direct influencing factors, which depended on other factors largely; despising the investment in rural basic public health facilities due to their low economic profit, the economy grown mode of rural enterprise, the neglect of distinction of rural environmental protection technology, the emphasis on environmental technology research and development in advance but neglecting the application and improvement of environmental later, and rural environmental protection research industry chain lacking of tripartite cooperation among government, research institutes and country, all these were the middle indirect influencing factors with strong transmission effect; regional protectionism and rural resources being drawn for urban development were the root and basic influencing factors which controlled by other factors. In summary, according to the analysis of the hierarchical structure and correlative influencing degree among those factors, this research provides suggestion for solving failure of cooperative governance for village environment in Quanzhou city.更多还原
