【摘要】 当前,对食品安全工作实行社会共治的共识度非常高,社会共治已成为食品安全治理的热点话题,甚至形成了"言必称共治"的局面。许多部门、许多地方在社会共治原则的指引下进行了有益的实践探索。但就实际效果而言,各方对社会共治原则重视程度差别很大,相关制度的落实情况也不平衡,有的还很不理想。社会共治只是初步破题,远没有真正解题。究其原因,对食品安全社会共治涵义与真谛的认识不到位,是一个不容忽视的因素。必须突显"社会"的独特价值,将"社会共治"理解为"社会与之共治"的省略表达。通过对社会共治三个关键词辨析,我们可以正本清源,找准社会共治的着力点。更多还原

【Abstract】 At present, the common understanding of social co-governance for food safety work is very high. Social co-governance has become a hot topic of food safety management, and even formed the situation of "co-governance by words must be called co-governance".
