【摘要】 砂石资源作为一种最为普遍又非常重要的资源,如何管理好,需要极大的智慧。成都市温江区在砂石资源管理方面探索出了一套具有特色的做法:对建设项目宗地红线范围内开采的地下砂石资源(自用除外)、河道清淤疏浚及水利建设过程中清理上岸的砂石资源、区级执法部门在执法过程中依法处置的砂石资源实行统一管理,由国有平台公司负责接管、加工、出售等经营工作,以优先保障本区重点工程项目、民生工程和公益设施等建设需要。其主要经验有:(1)强化领导,做实行动指南;(2)建章立制,严密顶层设计;(3)群策群力,强化整治措施。更多还原

【Abstract】 As a common and very important resource, sandstone resources requires great wisdom in how to manage them. Wenjiang district of Chengdu has explored a set of distinctive practices in the management of sandstone resources: cleaning up the shores of underground sand and gravel resources(except for self-use), river dredging and dredging during the construction project. The sandstone resources and the law enforcement departments at the district level shall implement unified management of sand and gravel resources disposefully according to law in the process of law enforcement. The state-owned platform company shall be responsible for taking over,processing, selling and other operations to give priority to the protection of key projects, people’s livelihood projects, public welfare construction needs such as facilities in this district..
