【摘要】 近年来,地勘经济持续下滑,地勘单位生存发展面临巨大挑战。安徽省地勘单位存在的事业职能定位不清、对财政拨款的依赖、思想观念未有转变、事企分离不完全等问题,严重制约其发展。安徽省地勘单位转型发展建议:(1)主动适应地勘行业新形势,创新项目管理和人才培养机制;(2)加快推进事企分离,以资产为纽带,变隶属关系为投资关系,使地勘单位真正成为市场主体;(3)不断拓展公益地质服务职能,争取政府经常性财政支出;(4)做好城市地质工作,积极主动服务政府;(5)走"绿色勘查"之路,促进生态文明建设。更多还原

【Abstract】 In recent years,the geo-prospecting economy has continued to decline,the survival and development of geo-prospecting units faces enormous challenges.The problems such as unclear positioning of the functions of the geo-prospecting units in Anhui Province,the dependence on financial allocations,lack of new ideological concepts and incomplete separation of public institutions and enterprises have seriously restricted their development.Suggestions for the transformation and development of geo-prospecting units in Anhui Province are:(1)Actively adapt to the new situation of geo-prospecting industry,innovate project management and personnel training mechanism;(2)Accelerate the separation of public institutions and enterprises through the link of assets,and change subordination relationship into investment relationship,so that geo-prospecting units can truly become the main players in the market;(3)Continuously expand the functions of public welfare geological services and strive for regular government financial expenditures;(4)Do well in urban geological work and actively serve the government;(5)Adhere to the"green exploration"and promote the construction of ecological civilization.更多还原
