【摘要】 合理的耕地保护机制和创新机制,对于促进社会经济发展以及维护社会稳定起着重要作用。上杭县城乡规划建设中存在开发区大量占用耕地、农村"空心房"现象突出、农村村民的老宅大部分闲置荒芜、城市建设扩展滥占耕地等问题。建议:(1)加强规划管控,严控建设用地占用优质耕地;(2)着力推进"空心房"整治工作,促进节约集约用地;(3)积极将旧村复垦为耕地,促进美丽乡村建设;(4)严格落实耕地"占一补一"政策。更多还原

【Abstract】 Reasonable cultivated land protection mechanism and innovative mechanism play an important role in promoting social economic development as well as maintaining social stability. However, in the urban-rural planning and construction of Shanghang county, there are problems such as the massive occupation of cultivated land in the development zone, the phenomenon of "vacant houses" in rural areas, most of the old houses for rural villagers are vacant and desolate, the expansion of urban construction, etc.Therefore, this paper puts forward following suggestions based on those problems:(1) strengthen plan and control, strictly control the construction land occupying high-quality cultivated land;(2) focus on promoting the renovation of "vacant houses" and promote the conservation of intensive land;(3) actively renovate the old villages into cultivated land and promote beautiful rural construction;(4)strictly implement the policy of "equivalent occupancy and compensation" for cultivated land.更多还原
