【Abstract】 Not lacking of doctors, but lacking of hospitals,which is the common plight of medical aid when the natural disasters occurred. Therefore, the best solution to solve the problem is to enhance people’s awareness of the disaster and self-help training during peacetime on the one hand, on the other hand, is to design the targeted programs based on the Medical characteristics during the disaster period.
