【Abstract】 The problems related to the natural calamity and war are introduced briefly in t his paper. Measures for preparing and handling are discussed according to the sp ecific properties of different disasters such as the earthquake, fire, hurricane , tsunami, flood, war and civil war, nuclear and chemical incident, biological w eapon and so on.
