【摘要】 "5·12"四川汶川地震绵阳是受灾最严重的地区,四川省绵阳市中心医院位于特重灾区最前沿,是伤员救治最集中的三级甲等综合医院。在地震灾害造成大量房屋设备受损、水电气中断、物资短缺、救援防疫工作任务重、后勤应急保障等面临严峻挑战的形势下,医院第一时间紧急启动处置地震灾害突发公共事件应急预案,采取紧急应对措施。对医院的供电设备快速检修、及时恢复供电;迅速启动应急锅炉,保证蒸汽供应;迅速启动突发公共事件供应商绿色通道应急预案,保障后勤供给;及时清除垃圾,在全院进行大规模防疫工作;搭建帐篷,铺设床位,安置伤员;高效组织、快速分发救灾物资,确保每一份救灾物资使用到灾民身上。笔者认为,前沿中心医院的后勤应急机制是抗震救治取得胜利的关键和重要保障。更多还原

【Abstract】 Mianyang is the gravest earthquake-stricken area in the 5·12 - Wenchuan Earthquake. And Mianyang Central Hospital of Sichuan, being nearest to the disaster area, is the only 3-Class A general hospital which received most of the earthquake-affected wounds and patients. The hospital itself was badly damaged with its houses, medical instruments and equipments. The unpredictable disastrous earthquake broke off all the systems of electricity, water, gas, vapor steam and communications. It also brought a big short of materials, especially the medical materials. In this critical time, the hospital immediately started the emergency reaction system and tried everything possible to take the emergency measures. At the first time, they repaired the electrical equipments to recover the electricity system, had the emergency steam boiler return to work and promptly started the green emergency supplier’s network to ensure the logistics supply. They tried every means to clear away the rubbish in time, to carry out a wide epidemic prevention movement in hospital, to set up tents and patient beds, to distribute the donated materials and to make sure that every earthquake donated materials were used in the earthquake-stricken wounds and patients. In the author’s opinion, the good and effective logistic emergency system of the frontal hospital is the important guarantee and key to the success of the fight against the earthquake.更多还原
