【摘要】 "互联网+政务服务"从部分区域到全国覆盖是一个逐渐适应调整的过程,基于政务价值追求与地区差异考量,重点关注边疆"起步"地区如何发力。立足具有特殊地缘格局的广西壮族自治区、内蒙古自治区以及云南省,透过案例分析法、文献研究法和比较研究法,通过与领先地区案例的对比描述,构建"制约五要素"解释模型,深层发掘边疆地区"互联网+政务服务"制约因素表现在技术、管理、意识、人才、模式层面。研究表明:大数据时代"制约五要素"解释模型对具特殊地缘结构、复杂政治环境的边疆地区"互联网+政务服务"特色发展具有指导意义。遵循先进经验借鉴与本土化特点相融合的思路,提出优化大数据下的"互联网+政务服务"在边疆地区地方政府治理中的有效运用需树立政务资源意识,围绕技术基础、机制优化、主体引导、安全建设和价值追求开展开拓。更多还原

【Abstract】 "Internet+Government-service" is a process of gradual adaptation and adjustment from some regions to the whole country.With a consideration of the value orientation of governance and regional differences,the focus is on how the frontier start-up regions can bring their potential into full play.With a comparative case analysis of Guangxi Zhuang Autonomous Region,Inner Mongolia Autonomous Region and Yunnan Province with their special geographical patterns and complicated political environments as well as other leading cases plus a relevant literature research,this paper proposes a "five-restriction-factors" interpretive model to explore the restriction factors of "Internet+Government-service" in the border areas of China in terms of technology,management,consciousness,talents and models.The research shows that this interpretive model in the era of big data has some prognostic significance for the development of "Internet+Government-service" with typical characteristics in such border areas.In view of this,adhering to the principle of integrating advanced experience with local characteristics,this paper proposes that the optimization of the "Internet+Government-service" in the era of big data implemented by the local governments in border areas should rely on the enhancement of the awareness of government resources,the optimization of basic technologies and mechanisms,good leadership guidance,efficient safety services and correct social value orientation.更多还原
