【摘要】 大气污染联防联控的研究和实施主要集中在京津冀等污染严重地区,西部地区乃至小区域内部大气污染联防联控措施研究甚少。小区域内的大气污染治理与防控由于环境主管部门的单打独斗,部门间数据共享缺失,联防联控停留在文件制度上,缺乏可操作性。黔江区空气污染主要出现在冬季(12月—次年2月),本文结合黔江区大气污染特征,分析了污染成因,从整体性治理的角度,提出应建立完善市县级联动、政府各部门之间科学的联防联控机制,促进政府、公众、企业之间良性互动,转被动治污为有效防控污染等措施。更多还原

【Abstract】 The research and implementation of combined defense and control measures of air pollution were focused on the serious air polluted area,such as Beijing,Tianjin and Hebei.Seldom research was done in the western area or small region because only environmental protection governmental authority was involved in and the lack of data sharing between departments,resulting in the absence of feasibility.The air pollution in Qianjiang District always occurred in winter time from December to next February.The pollution reasons were analyzed based on the pollution characteristics.The combined defense and control measures mechanism between local governments and the governmental departments involved in was proposed to improve the effective interaction among the government,the public,and the enterprises,which would help to productively transform the negative pollution control to the positive control.更多还原
