以人为本,注重预防——从桑枣中学的生命奇迹反思我们的 HSE 体系
Stick to the Human-Oriented Principle and Pay Attention to Prevention——Rethinking HSE System from the Life Miracle in Sangzao Middle School.
【摘要】 结合四川"5.12"地震中桑枣中学2300名师生安全撤离的事例,结合公司当前 HSE 管理运行现状,提出了如何将"以人为本,预防为主"的原则贯穿到 HSE 管理实践中。要提高领导和员工对 HSE 的认识,建立以人为本的 HSE 管理体系,培养防范意识和强化应急演练,将原有的"事后处理"与"事先控制"的现代管理方式有机地结合起来统一实施。
【Abstract】 According to the case that all the 2300 teachers and students of Sangzao middle school e- vacuate safely during the May 12 earthquake in Sichuan,combining the status of HSE management and operation in the company,the method to put forward the"human-oriented and prevention first"principle throughout HSE management prac- tice is proposed.That is to improve cognition of HSE by the leaders and staff,to establish the hu- man-oriented HSE management system,to train prevention awareness and intensify emergency drilling,to implement together combining the old system.
