【Abstract】 Public-private partnership(PPP) mode is an emerging way to effectively attract social capital to participate in public infrastructure construction. In the public transport sector that requires massive investment, Hong Kong has adopted the PPP mode for the construction and franchising of a number of public infrastructure projects. But years of experience has proved that PPP mode is not suitable and effective for all public infrastructure projects. This paper studies the typical public infrastructure PPP projects in Hong Kong, and summarizes the experience and shortcomings of the PPP operation mechanism through case comparative analysis, which can provide reference for the development of public infrastructure PPP projects in China’s mainland.更多还原
