环保绩效体验、政府信任与城市环境公共服务满意度——基于上海市的实证调研

【摘要】 基于2018年上海市调查数据,实证分析了环保绩效体验、政府信任对城市居民环境公共服务满意度的影响。研究发现,地方政府信任和环保绩效体验对城市居民的环境公共服务满意度具有显著的正向影响,中央政府信任对城市居民的环境公共服务满意度没有显著影响。进一步的分析证实,污染情况感知在地方政府信任与环境公共服务满意度之间以及环保绩效体验与环境公共服务满意度之间均发挥了不完全的中介作用。要提升城市居民环境公共服务满意度,政府既要加大城市环境治理力度,不断提升环境保护绩效,以提高居民的环保绩效体验,也要加强政府与居民之间的沟通与协作,以增强居民对地方政府的信任度。

【Abstract】 Based on the 2018 Shanghai survey data, this paper empirically analyzes the impact of environmental performance experience and government trust on urban residents’ environmental public service satisfaction. Results show that trust toward the central government has no significant impact on the environmental public service satisfaction of urban residents. Local government trust and environmental performance perception have a significant positive impact on urban residents’ environmental public service satisfaction. Further analysis confirms that the perception of pollution has played an incomplete mediating role between local government trust and environmental public service satisfaction, as well as between environmental performance perception and environmental public service satisfaction. To improve the satisfaction of urban residents’ environmental public services, the government must not only strengthen urban environmental governance, continuously improve environmental performance, so as to improve residents’ environmental performance experience, but also strengthen communication and collaboration between government and residents to enhance residents’ trust in local government.
