【摘要】 利用GIS在空间分析和系统开发上的优势,集成了灾害强度和灾情要素的评估模型,建立了自然灾害灾情要素评估系统.系统以C/S结构为主体架构,基于组件式GIS平台ArcGIS Engine和J2EE平台,实现了我国10种常见自然灾害的灾情评估.依据不同灾害的强度和灾情要素,开发了自然灾害发生、发展、成灾演进过程的系列评估模型,并以洪涝灾害为应用案例进行评估,证明了系统的有效性和合理性.

【Abstract】 Based on the advantages of spatial analysis and programming in GIS,this work integrated evaluation models of disaster intensity and disaster information elements and proposed an assessment system.Being Client/Server oriented and based on J2EE and ArcGIS Engine,this system implemented the assessment functions for ten kinds of frequently occurring disasters in China.According to the affected bodies of various hazards,a series of dynamic models were designed which implemented evaluation functions of occurrence,development and formation of natural disasters in the process of disaster evolution.This paper described the development platform,the design principles,the technical route and the core functions of the system.While our aim was to improve the accuracy and timeliness of the evaluation models,this system,as a complex GIS application system,was to be improved and optimized continuously during the process of operation.In a case study of flood disasters,the system proved to be rational and valid.
