【Abstract】 In some quake-stricken zones,there emerges a tendency of the local governments to take the post-quake reconstruction as a commercial opportunity to rapidly dislocate local residents and concentrate land resources for some aggressive real-estate developments,without taking careful consideration of the local people’s civil rights and benefits.This tendency toward corruption cannot be deterred without a genuine reform of the post-quake planning process toward democratization.更多还原
