【Abstract】 Background requirements of constructing cognitive emergency communication systems were expatiated and technical traits of CR and CN were introduced.Network architecture and model of cognitive emergency communication system were proposed.CPE and SAN were explained too.Finally,several application scenarios,such as city incidents,earthquake rescue,forest fire monitorig,and future works of cognitive emergency communication network were discussed and prospected.更多还原
