高原缺氧地区地震救援特点和对策

【摘要】 以青海玉树"4.14"地震为案例,针对青藏高原等缺氧地区的地域和气候特点,分析了高原缺氧地区地震救援的难点,从救援人员选派、器材装备、后勤保障等方面,讨论了高原缺氧地区地震救援的对策与建议。高原缺氧地区救援主要依靠同类地区消防总队、支队增援。救援队需增配满足低温低氧环境下使用的救援器材。投运方式应快捷高效,空运时重点保证人员和轻型装备一次性投送。救援队应开展高原缺氧地区搜救训练,增调医疗用品和人员,72 h内必须实施自我保障。

【Abstract】 With the example of the "4·14" earthquake in Yushu Qinghai province,according to the geographical and weather features of high altitude district which is anoxic,the difficulty of earthquake rescue in high altitude district which is anoxic was analyzed.Suggestion and measures to earthquake rescue in high altitude district were put forward form the aspects of selecting fire fighters,equipment and logistics assurance.The rescue in high altitude and anoxic district depends on the fire fighting force from same area.The rescue team should be equipped with special equipment which can be used at cold and anoxic area.Transportation method should be effective,the people and light equipment should be transported with aircraft in one time.The rescue teams need to be trained to rescue in high altitude anoxic district,more medical supplies is needed also.The rescuer should be protected himself at least for 72 hours.
