水生态承载力概念辨析与指标体系构建研究

【摘要】 水生态承载力是近年来所提出的新兴科学概念,对于衡量水生态系统与经济社会协同发展关系具有重要意义。为促进水生态承载力研究向系统化、标准化发展,文中通过文献调研回顾了水生态承载力发展进程,针对其概念不清与指标不一问题,基于水生态系统服务功能特性科学辨析并界定了水生态承载力概念内涵。在此基础上,采用"目标-准则-指标"层级框架,经代表性指标频度分析与专家经验判断构建了由水资源、水环境、水生态、水安全4大核心功能构成的水生态承载力推荐指标体系。最后,从基础理论、技术方法和应用实践方面提出水生态承载力研究需要解决的关键科学问题。该研究将为水生态承载力的科学评价、优化调控及其管理应用奠定基础。

【Abstract】 Hydro-Ecological Carrying Capacity( HECC) is a novel and promising concept arose in recent years,which is of great significance for measuring the synergistic development relationship between aquatic ecosystem and social-economy. In order to promote systematic and standardized HECC research,this paper reviews the historical evolution of HECC,and scientifically analyzes and defines the connotation of HECC according to the functional features of aquatic ecosystem service. Furthermore,a " target-criteria-index" framework based new index system for HECC is primarily developed using index frequency analysis and expert experience. The HECC index system consists of four main components,including water resources,water environment,aquatic ecology and water safety. Finally,key scientific issues for future study are pointed out concerning the basic theory,technology and application of HECC,and corresponding research directions are given as well. This study will lay the foundation for the scientific evaluation,optimized regulation and management application of HECC.
