【Abstract】 The natural disasters in Northwest in modern times exerted extremely serious impact on society,which was closely connected with helplessness of government relief work.From the late Qing dynasty to the Republic of China,the central government was unable to do as much as one would like to do.However,society and non-governmental sectors shouldered the responsibility of social relief.In relief work,providing work as a form of relief played a positive role in the construction of highway and water conservancy project in the Northwest.更多还原
