【摘要】 在新时期全面推行河长制时代背景下,从根源上维护生态环境健康,是有效推进生态文明建设的根本要求。从哲学、法学、环境保护、水文等方面的视角,对河长制进行解读。以黑龙江流域为例,分析河长制在黑龙江的具体落实情况及存在问题。分析认为,河长制在推行过程中存在管理疏漏、缺乏时效性、公民参与程度不够,提出要加强理论学习,完善新型水环境治理体系和制度,细化水环境治理工作方案,推广使用生物农药和低毒低残留农药,健全民众参与机制,建立水污染治理工作协同合作机制。以期为河长制推行工作提供借鉴。更多还原

【Abstract】 Under the background of the full implementation of the river chief system in the new era, it is the basic requirement for effectively promoting the construction of ecological civilization to maintaining the ecological environment from the roots. From the perspective of philosophy, law, environmental protection, hydrology and so on, this paper interprets the river chief system. Taking the Heilongjiang River Basin as an example, the paper analyzes the specific implementation and problems of the river system in Heilongjiang.
