基于管理数据的工业源排放清单校核研究——以沧州为例

【摘要】 基于排污许可、环评等环境管理数据,对沧州市2017年大气污染源排放清单中企业自主填报数据的准确性进行校核,通过填报数据对比筛选出33家疑似问题企业进行实地调研,根据调研结果及污染源在线监测(简称CEMS)数据对清单排放浓度与排放量进行校核,做到清单建立的"事中控制"及"事后校核"。结果显示,事中校核中多数企业在活动水平填报上存在误差,产品产量为主要错误类型,误差率为45.5%;校核前后SO2、PM10、PM2.5排放量变化最为明显,排放差量分别为572.1 t/a、1 368.6 t/a、399.5t/a,误差率分别为53.1%、49.6%、32.4%。通过这种"事中事后校核"的方法,可指导地方在排放清单数据收集过程进行质控,确保清单的准确性。

【Abstract】 Based on the environmental management data such as Environmental Permitting and Environmental Impact Assessment, this paper verifies the accuracy of basic data reported by enterprises independently in the air pollution emission inventory of Cangzhou City in 2017. By comparing reported data and environmental management data, 33 enterprises with suspected problems were selected for field investigation, according to the result of investigation and the data of Continuous Emission Monitoring System(CEMS) to verify the concentration and emission inventory, which achieved the "Process Control" and "After Check" of the emission inventory. The results showed that there was a high level of deviation on the activity levels, the main deviation type is production output with deviation rate of 45.5%; The emission changes of SO2、PM10、PM2.5 were the most obvious before and after the verification, the differential emission values were 572.1 t/a、316.6 t/a、399.5 t/a respectively, and the deviation rate is 53.1%、49.6%、32.4% respectively. The method of the "Process Control" and "After Check" can be used to provide guidance on quality control during the data collection, and judge the accuracy of the emission inventory.
