【摘要】 比较中国与日本两国的防震抗震救灾情况,可以看出中日两国在应对举措上表现出不同的方略特点。前者以集约化和突击性取胜,后者以法制化和有备性见长。这些方法各有短长,可以相互补充。此外,在防震抗震中,应充分利用科技化手段并兼顾自然化手段,也要克服麻痹性和封闭性的危害。更多还原

【Abstract】 By comparing the two cases of fighting against earthquakes in Wenchuan and Hanshin,we can learn the different methodical characteristics in emergency measures of China and Japan.The former one scored a success by intensification and speediness and the latter is good at juridification and preparation which can be made up for each other’s deficiencies.And it is advisable to give full play to the advantages of technology and naturalization and meanwhile it is essential to avoid from the numbness and the obturation.更多还原
