【摘要】 根据在地震现场收集的大量资料 ,总结了 1 989年山西大同—阳高地震应急救灾的作法。叙述了该次地震后成立救灾组织、分配救灾物质、慰问灾民、传递灾情等政府的主导作用、部队主力军作用等。提出防止二次及衍生灾害、发挥金融机构在救灾中的作用问题、以及应总结群众救灾经验、注意发现宏观异常等问题更多还原
