【摘要】 REDD+是发展中国家处理生态问题、缓解生态危机的政策措施和激励手段。受市场经济的影响,在REDD+运行中必然会产生公平正义的问题,我们无法从根本上解决这个问题,只能探索实现REDD+公平正义的保障机制,最大限度地缓解REDD+的公平正义矛盾,推动REDD+的良性循环与可持续发展。在REDD+的运行中,影响其运行的各因素的结构、功能及其相互关系,以及这些因素产生影响、发挥功能的作用过程、作用原理和运行方式,就是实现REDD+公平正义的保障机制。实现REDD+公平正义的保障机制主要有预警机制、引导与传递机制、风险化解机制和道德仲裁机制。科学高效的保障机制是推动REDD+协调、灵活、高效运行的有力保障。更多还原

【Abstract】 REDD+ is a policy measure and incentives for developing countries to deal with ecological problems and mitigate ecological crises. Influenced by the market economy, there will inevitably be problems of fairness and justice in REDD+. We cannot fundamentally solve this problem. We can only explore the safeguard mechanism for realizing REDD+ fairness and justice, to minimize the contradiction of REDD+ fairness and justice, and to promote the virtuous circle and sustainable development of REDD+. During REDD+ operation, the safeguard mechanism of REDD+ is the structure, function and interrelation of all factors influencing its operation, as well as the process, principle and operation mode of influencing and functioning of these factors. The safeguard mechanism of REDD+ fairness and justice mainly includes early warning mechanism, guidance and transmission mechanism, risk mitigation mechanism and moral arbitration mechanism. Scientific and efficient safeguard mechanism is a powerful guarantee to promote the coordinate, flexible and efficient operation of REDD+.更多还原
