【摘要】 针对赤水河流域生态退化的问题,文章采用半结构式访谈法、问卷调查法,调研赤水河流域服务提供者和服务受益者的需求;结合支付意愿法,确定赤水河流域生态补偿标准。在充分征求流域上下游政府部门、其他流域生态服务供给方与服务受益方的需求和意见后,进一步完善赤水河流域生态补偿机制设计,提出通过赤水河流域水基金信托来实现生态补偿的实施。更多还原

【Abstract】 In view of the ecological degradation of Chishui river basin, this paper adopted semi-structured interviews and questionnaires to investigate the needs of service providers and service beneficiaries in Chishui river basin. In combination with the willingness to pay, the ecological compensation standard for Chishui river basin was established. After fully consulting the needs and opinions of upstream and downstream government departments and other ecosystem service providers and service beneficiaries in the basin, the design of ecological compensation mechanism of Chishui river basin was further improved and the implementation of ecological compensation was proposed through the Water Fund Trust of Chishui river basin.更多还原
