台湾地区泥石流防灾减灾的经验与启示

【摘要】 受异常气候、地震及人为因素等影响,近年来泥石流灾害事件频繁,台湾积极探索泥石流防灾减灾机制和措施,取得了显著的减灾效果,经验包括:以防灾专员为纽带推动社区民众参与;重视防救灾相关措施的标准作业程序;完善泥石流防灾预报预警机制和应变机制;加强防灾减灾综合能力建设,做好防灾准备;大力开展教育培训和演练,强化防灾意识;产学研相结合,发展永续社区。台湾地区泥石流防灾减灾的启示主要有:规范防灾减灾措施标准作业程序;健全并运行参与式社区泥石流灾害风险管理机制;加强信息、资源的有效整合;促进社区民众的广泛参与和成果推广。

【Abstract】 Due to climate change, frequent earthquakes, and extensive social influence to nature, debris flow disaster in Taiwan has occurred more and more frequently. Great focus has been put on debris flow disaster mitigation and prevention, which has made a significant mitigation effect. In sum, the practice of Taiwan debris flow disaster prevention and mitigation includes: promoting community participation by Disaster Prevention Professional Volunteer; standardizing procedures of disaster prevention methods; implementing debris flow warning system and reaction system; reinforcing building resistance and susceptibilities; more educational training on improving awareness of disaster prevention; combining structural and non-structural methods to develop sustainable communities. Based on the experiences of Taiwan and current debris flow disaster prevention and mitigation reality in China, the mitigation methods were put forward as follows: (1) standardization of operating procedures of debris flow disaster prevention and mitigation methods; (2) implementation of participatory mechanism for debris flow disaster risk management; (3) integration of information as well as resources; (4) persuasion and promotion of community practice and broadcasting of the achievements.
