基于3S技术的都江堰水利应急指挥系统

【摘要】 近年来遥感技术、地理信息系统和全球定位系统(合称3S)在我国各行业的应用领域取得了长足的发展,都江堰灾后应急指挥系统将考虑电力、通讯、交通出现异常时的调度手段,结合3S技术和综合调度软件实现应急调度指挥。简要分析了"3S技术"应用现状,并着重从"3S技术"集成的角度,探讨在未来都江堰应急指挥调度中的应用模式及实施方案,以增强对水事灾害的监测预警与应急指挥能力。

【Abstract】 In recent years,our country has made great progress in application of remote sensing,GIS and GPS(so called 3S technology).In the case of post-disaster emergency command system of Dujiang weir,consideration should be given to regulation measures for abnormal operation of electric power,communication and transportation,emergency command and regulation can be realized with 3S technology and integrated regulation software platform.The author makes a concise analysis on present situation of application of 3S technology,discusses application pattern and implementation scheme in the future for the emergency command and regulation system from the point view of 3S technology integration,so that monitoring and early-warning capacities for water disaster and emergency command capacity can be improved.
