基于三阶段DEA-Malmquist区域农业水资源利用效率评价

【摘要】 农业是耗水大户,科学评价农业水资源利用效率可为乡村振兴战略提供实施依据。基于DEA-Malmquist指数构建剔除资源禀赋、经济水平和政府支出影响因素的农业水资源利用效率评价模型,测算我国31省(区、市)2011—2015年农水利用效率,分析其在空间格局和时间序列上的异质性。结果显示,水资源量禀赋、经济水平及有效灌溉面积和农业用水冗余值成正相关,政府农林牧渔业财政支出和农业用水冗余值成负相关,技术进步变化带动了生产率变化,规模效率变化制约了技术效率变化,合理分配财政资金、改进生产技术和扩大农业生产规模是解决农业用水效率的主要方向。

【Abstract】 The agriculture is a "large water consumer ".Scientific evaluation of the utilization efficiency of agricultural water resources may provide the basis for the implementation of the strategy of rural revitalization. Based on the DEA-Malmquist index, an evaluation model for the utilization efficiency of agricultural water, which excludes the factors of resource endowment, economic level and government expenditure, is established. The utilization efficiency of agricultural water in 31 provinces( regions,cities) from 2011 to 2015 is estimated,and its heterogeneity in spatial pattern and time series is analyzed.The results show that the redundancy value of agricultural water is positively correlated with the water resource endowment,economic level and effective irrigation area,while it is negatively correlated with the government expenditure on agriculture,forestry,animal husbandry and fishery. Changes in technological progress lead to changes in productivity,while those in scale efficiency restrict changes in the technological efficiency. The rational allocation of financial funds,improvement of production technology and expansion of agricultural production scale are the main direction of solutions to the utilization efficiency of agricultural water.
