基于水生态文明建设的襄阳市水资源配置研究

【摘要】 在新时代的治水思路和治水理念指引下,基于水生态文明建设背景,提出水资源配置理论、原则,配置计算时,需将河道内生态用水摆在更重要的位置,考虑维持河道内良好的生态环境功能需求,对生活、生产和生态环境相统一的"三生"用水实行统一配置。本文在传统的水资源配置基础上,提出河道内适宜生态需水量,并拟定出3组方案,分析不同供水优先次序的水资源配置方案。通过合理安排生态、生活和生产用水,执行水功能区划水质保护治理目标,逐步改善水生态环境。

【Abstract】 Under the guidance of water control ideas and concepts in the new era, and based on the background of water ecological civilization construction, water resources allocation theories and principles are put forward. Ecological water needs to be placed in a more important position in allocation calculation, and the "three living" water resources unified by life, production and ecological environment should be allocated. Based on the traditional allocation of water resources, this paper puts forward the suitable ecological water demand in the river channel, draws up three groups of schemes, and analyzes the water resources allocation schemes with different water supply priorities. Through reasonable arrangement of ecological, domestic and production water, water function zoning and water quality protection and management objectives are implemented to gradually improve the water ecological environment.
