水电开发的生态补偿方法探讨

【摘要】 通过对水电开发的环境影响分析,认为水电开发需要进行生态补偿的利益关系主要有:水资源利用、土地利用,以及对环境产生长期而复杂的不可预测的影响,特别是库区和影响范围内的生物多样性和地质灾害的问题。据此,系统地设计了水电开发的生态补偿办法,提出对环境利益受损方直接经济损失及间接经济损失的补偿;对库区所在地单位和个人的补偿及地方政府的补偿;其他不可预测的环境影响范围内的长期生态补偿机制。最后,为水电开发生态补偿办法的实现提出了政策建议。

【Abstract】 Through the analysis made on the environmental impacts from the hydropower development,it is considered that the interest relationships of the eco-compensation necessary for the hydropower development are as follows: water resources utilization,land use and unpredictable long-term comprehensive environmental impacts,especially,the problems from biodiversity and geological disaster in both the reservoir area and the impact area.Hereby,an eco-compensation method is systematically designed,which includes: eco-compensation for the parts injured from both the direct and the indirect economic losses due to the environmental impacts;eco-compensation for the residents,enterprises and local governments within the reservoir area;the long-term eco-compensation mechanism for the other unpredictable environmental impact.Finally,some suggestions on the policies for the implementation of eco-compensation of the hydropower development are proposed as well.
