基于作战实验的震灾处置风险控制仿真研究

【摘要】 为解决地震作用下应急处置风险控制中的不确定性和不确知性问题,提出了利用作战实验理论推进震后应急处置风险控制仿真训练的建设构想。在描述震灾风险关系基础上,提出了震后应急处置风险控制模型和服务结构,利用例描述了震后应急处置风险控制仿真训练服务需求。根据作战实验理论与方法,提出了风险控制仿真实验基本原则,确立了其仿真实验程序,给出了支撑仿真实验的技术体系。立足概念方案、仿真建模、规则建设、数据建设等角度,初步给出了推进震后风险控制仿真训练系统建设解决方案,为进一步仿真系统的论证、设计、开发提供了坚实基础。

【Abstract】 To resolve the uncertainty of the risk control system in the earthquake-damaged emergency response,simulation risk control training system is advanced in the earthquake-damaged emergency response process with operational experiments theory.On the descrip-tion about earthquake-damaged risk relationship,risk control model and service structure is lodged on the earthquake-damaged emergency response,and then the service requirement is pictured on the simulation training system with use case model.Based on the theory of ope-rational experiments,basic principle and experiment program is established,and the supporting technology system is given for the risk control simulation.On the concept project,simulation modeling,rule construction,data construction,and other point of view,solving scheme is primarily given on advancing simulation risk control training system in earthquake-damaged emergency response,which pro-vided the stable foundation for the further demonstration,design,development of simulation system.
