【摘要】 NGO在灾害救助中日益发挥着不可替代的作用,也就在灾害救助中最能显现政府与NGO的互动关系。本文聚焦灾害救助中政府与NGO的互动模式,以日本阪神地震、美国卡特里娜飓风灾害救助为个案分析了自主协作型模式,以中国汶川地震、玉树地震的灾害救援为个案分析了行政吸纳型模式,并进一步比较两种互动模式,为中国政府灾害救助管理提供政策建议。更多还原

【Abstract】 The role of NGO is irreplaceable in disaster relief and the interaction of government and NGO is fully reflected in the aspect.The paper focuses on the interaction model of government and NGO.It analyzes this interaction in the cases of Hanshin Earthquake,Japan and Katrina Hurricane,USA from the perspective of cooperative model,and analyzes the administrative model in Wenchuan Earthquake and Yushu Earthquake,China.Finally,several policy proposals are given for Chinese government.更多还原
