基于平衡记分卡的河长制绩效评价模型设计

【摘要】 建立一套科学有效的绩效评价机制是全面推进河长制的重要保障。通过对杭州市河长制实施情况及现有绩效评价方法的分析,指出其存在的不足,进而结合平衡记分卡设计了一套新的河长制绩效评价体系,以适应河湖管理全面、多层次、动态持续的客观需要,准确把握河长制工作实际推行情况,聚焦短板,切实提高管理水平和治理成效。

【Abstract】 A scientific and effective performance evaluation mechanism is an important guarantee for promoting the River Chief System.Based on the analysis of the implementation of the River Chief System in Hangzhou and the existing performance evaluation methods,shortcomings were pointed out here,and a new River Chief System performance evaluation system was designed by combined it with the balanced scorecard,in order to meet the objective needs of comprehensive,multi-level,dynamic and continuous river and lake management.The new performance evaluation model can grasp the actual implementation and shortcomings of River Chief System accurately,and improve the river management level and governance effect practically.
