政策工具-创新价值链视角下的我国地方政府人工智能产业政策研究

【摘要】 [目的/意义]政府产业政策在推动新兴产业发展的过程中起着重要驱动力。在人工智能发展方兴未艾之际,中国地方政府陆续出台了一系列人工智能产业政策来推动人工智能产业的发展,目前尚未有针对人工智能产业政策如何推动产业发展之间关系的研究。[方法/过程]从政策工具和创新价值链两个维度对我国地方政府出台的25份人工智能产业政策进行文本内容分析。[结果/结论]研究结果表明,在政策工具维度中,供给型政策工具使用最为频繁,需求型政策工具和环境型政策工具使用偏少;在创新价值链维度中,大多数政策工具使用处于研发阶段,在成果转化和产业化阶段力度较少,影响科技成果从潜在生产力向现实生产力的进一步转化。

【Abstract】 [Purpose/Significance]Government industrial policies play an important driving force in promoting the development of emerging industries. While the development of artificial intelligence(AI) is still on the rise, Chinese local governments have successively introduced a series of AI industrial policies to promote the development of the industry. At present, there is no research on the relationship between AI industrial policies and industrial development.[Method/Process]This paper attempts to analyze the textual content of 25 local AI industrial policies in China from the two dimensions of policy tools and innovation value chain.[Result/Conclusion]The results of the study show that in the policy tool dimension, supply-oriented policy tools are used most frequently, and demand-based policy tools and environmental-based policy tools are used sparingly; in the dimension of innovation value chain, most of the policy tools focus on the research and development stage, and there is less policy intensity in the stage of achievement transformation and industrialization, which affects the further transformation of scientific and technological achievements from potential productivity to actual productivity.
