【摘要】 [目的/意义]对网络焦点事件触发下政策议程设置的影响因素进行考察有助于更好地理解网络时代我国政策议程的设置逻辑,并推动政策议程理论的本土化。[方法/过程]围绕"事件属性"和"注意力"这两大要素,基于理论对话构建了分析框架,并引入40个本土化案例,借助定性比较分析方法对政策议程设置的影响因素进行剖析。[结果/结论]研究揭示出网络焦点事件触发下政策议程设置的三种微观原因组合,同时,研究发现在其他条件配合下,多起焦点事件的"叠加"会推动政策议程的设置,政府也借助于对焦点事件的回应来填补某些"政策领域"的真空或缺陷,而高层和公众对焦点事件的高度关注也对政策议程设置起到积极影响,此外,媒体对于政策议程设置的作用最终落脚于媒体议程中的主流观点和价值导向,而非取决于报道强度。更多还原

【Abstract】 [Purpose/Significance]The analysis of the influence factors of the policy agenda setting triggered by the online focusing event helps to better understand the logic of China’s policy agenda setting in the Internet era and promote the localization of the policy agenda setting theory.[Method/Process]Focusing on the two elements of event attributes and attention, this paper constructs an analytical framework based on theoretical dialogues, and introduces 40 localized cases to analyze the influence factors of policy agenda setting by means of QCA.[Result/Conclusion]The study reveals three micro-causes of policy agenda setting triggered by network focus events. At the same time, the study also finds that the "superposition" of multiple focusing events will promote policy agenda setting. The government also uses the response to focusing events to improve the vacuum or deficiency of some policy areas, high-level policy makers and the public’s high attention to focusing events also have a positive impact on the policy agenda. In addition, the role of the media in setting policy agendas ultimately lies in the mainstream view and value orientation of the media agenda, rather than on the strength of the report.更多还原
