【摘要】 生物多样性是人类赖以生存和发展的物质基础。生物多样性保护主流化在国际上被认为是最有效的生物多样性保护和可持续利用措施之一。我国政府多年来积极推动生物多样性保护的主流化。生物多样性保护的主流化是生态文明建设的重要组成部分。但一些地方仍然存在将生物多样性保护流于形式,甚至将生物多样性保护"边缘化"的问题,给未来的生存和发展留下隐患。因此,必须改变原有的工作方式,强化法治保障措施。要在法治实施的全过程,包括规则制定、行政执法、司法监督、全民守法以及积极参与国际法律合作等方面,推进生物多样性保护的主流化,增强生物多样性保护的实效,实现人与自然的和谐共生。更多还原

【Abstract】 Biodiversity is the material basis for human survival and development. Mainstreaming biodiversity conservation is considered as one of the most effective measures for biodiversity conservation and sustainable utilization in the world. Over the years, our government has actively promoted the mainstreaming biodiversity conservation. The mainstreaming biodiversity conservation is an important part of the construction of ecological civilization. However, in some places, there are still problems of "marginalizing" biodiversity conservation, leaving hidden dangers for future survival and development. Therefore, we must change the original way of work and strengthen the safeguard measures of the rule of law. In the whole process of implementing the rule of law, including rule-making, law enforcement, judicial supervision, law-abiding by the whole people and active participation in international legal cooperation, we should promote the mainstreaming biodiversity conservation, enhance the effectiveness of biodiversity conservation, and realize the harmonious coexistence of man and nature.更多还原
