【摘要】 目前国内外学者主要从公共转移支付的减贫效果、激励机制、瞄准情况和"挤出"效应四个方面评价和测度公共转移支付的减贫效应,很少有学者就公共转移支付对贫困群体及其家庭福利的影响进行深层次的研究。基于Deaton的消费贫困理论,将公共转移支付与家庭内部规模经济、家庭内部歧视、家庭成员的健康状况和物价等因素同时纳入QUAIDS分析框架中进行贫困家庭的福利分析,建立以消费贫困为导向的公共转移支付政策,健全贫困评估体系和监督机制,消除家庭性别歧视对减贫的阻碍作用,阻断贫困的代际传递。更多还原

【Abstract】 At present,scholars at home and abroad mainly evaluate and measure the poverty alleviation effect of public transfer payments from the four aspects of poverty alleviation effect of public transfer payment,incentive mechanism,targeting situation and Crowding-out effect. Few scholars have conducted in-depth research on the impact of public transfer payments on the welfare of poor groups and their families. Based on Deaton’s theory of consumer poverty,this paper attempts to incorporate public transfer payments into the QUAIDS analysis framework for welfare analysis of poor families,and considers factors such as economies of scale within the family,discrimination within families,family members’ health,and prices. And proposes to establish a public transfer payment policy oriented towards consumption poverty,improve the poverty assessment system and supervision mechanism,eliminate the barrier effect of family gender discrimination on poverty reduction,and block the intergenerational transmission of poverty.更多还原
