【摘要】 "地方政府+专业合作社+村集体+贫困户"合作脱贫模式是建立在精准扶贫背景下,一种以市场为基础同时嵌入政府主体的新脱贫模式。通过研究发现,该模式具有显著脱贫作用,但现阶段在脱贫成果分配过程中还存在较大的完善空间:(1)地方政府发挥的引导作用明显,但其实际收益远低于理论收益,应建立补偿和奖惩等配套机制来提高地方政府积极性;(2)专业合作社作为风险主要承担者,其实际回报已经高于其理论收益,对不合规的合作社应进行规范和淘汰;(3)村集体在合作脱贫中边际贡献最大,但其实际收益远低于其理论收益,村集体经营管理能力急需提高;(4)贫困户在脱贫中属于弱势群体,虽然多数已达到脱贫的基本标准,但在利益分配过程中仍处于被动地位,贫困户的利益保障机制急需建立,以此来巩固脱贫成果。更多还原

【Abstract】 "Local Government+Professional Cooperatives+Village Collective+Poverty-stricken Households" cooperative poverty alleviation model is a new poverty alleviation model based on market and embedded in government under the background of precise poverty alleviation. The study found that the model has a significant role in poverty alleviation, but there is still room for improvement in the process of distribution of poverty alleviation results at this stage:(1)The guiding role played by local governments is indispensable,and their theoretical benefits are much higher than their actual benefits,so supporting mechanisms such as compensation, rewards and punishments should be established to increase their enthusiasm.;(2)As the main risk bearer, the actual return of professional cooperatives is higher than their theoretical return, non-conforming professional cooperatives should be standardized and eliminated;(3)The marginal contribution of village collective is the largest, but its actual income is far lower than its theoretical income, the ability of village collective management needs to be improved urgently;(4)Poor households belong to the disadvantaged groups in poverty alleviation, although most of them have reached the basic standard of poverty alleviation, they are still in a passive position in the process of benefit distribution. In order to consolidate the achievements of poverty alleviation, it is urgent to establish a mechanism to safeguard the interests of poor households.更多还原
