【摘要】 探寻有效的农村环境参与式治理,既是保障村民群众合法生态权益的现实需要,也是乡村振兴战略之生态宜居目标实现的客观要求。本研究通过对浙北荻港村环境治理的案例考察发现,农村环境参与式治理的实现机制是以广泛的社会资本为基础,以农村精英为组织领导核心,以健全内部运行机制为支撑,以环境公共服务体系改善为关键,以多元组织力量发挥为保障。尽管如此,在治理过程中依然面临着如何平衡"公民参与"与"政府主导"之间的张力、如何实现"地方知识"与"专业知识"之间的融合、如何增强"外部支持"与"内生力量"之间的互动、如何平衡"生产规模"与"环境破坏"之间的矛盾。未来需要从治理理念、治理体制、治理方式以及治理机制四方面来总结提升农村环境参与式治理绩效的对策建议。更多还原

【Abstract】 Exploring effective participatory governance in rural environment is not only the practical need to protect the legitimate ecological rights of the villagers,but also the objective requirement for the realization of the ecologically livable goal of the rural revitalization strategy. This study found that the realization mechanism of rural environmental participatory governance is based on extensive social capital,with rural elites as the core of organizational leadership,supported by sound internal operational mechanisms,and environment. The improvement of the public service system is the key,and it is guaranteed by the power of multiple organizations. In the process of governance,although it is faced with how to balance the tension between"citizen participation"and "government-led",how to achieve the integration between "local knowledge"and "professional knowledge ",how to enhance "external support"and"endogenous",how to balance the contradiction between"production scale"and "environmental destruction". In the future,it is necessary to summarize the countermeasures and suggestions for improving the performance of participatory governance in rural environment from the aspects of governance concept,governance system,governance method and governance mechanism.更多还原
