【摘要】 论述了中国特色的森林经营管理体系,提出了森林经营方案的合理性和有效落地是森林经营管理的核心内容和任务;从法理依据、森林经营方案的重要性、重点衔接县级森林经营规划和方案三个方面强调了建立森林经营方案制度的意义;在此基础上,从社会广泛参与、建立环境影响评价报告制度、加强能力建设和重视基础建设投入等四个方面提出了政策建议,以期为今后各级政府推动森林经营管理工作提供参考。更多还原

【Abstract】 This paper constructs a forest management system with Chinese characteristics, and puts forward that the rationality and effective implementation of forest management scheme are the core content and task of forest management. It emphasizes the significance of establishing forest management scheme system from three aspects: legal basis, importance of forest management scheme, effectively linking up the relationship between the county-level forest management planning and related scheme. In order to provide references for governments at all levels to promote future forest management, policy suggestions were put forward in four aspects: extensive social participation, establishment of environmental impact assessment reporting system, enhancing capacity-building and emphasizing investment in infrastructure construction.更多还原
