【摘要】 从我国供给侧结构性改革战略背景下,基于公私合营融资模式(PPP),阐述一种新型的政府与社会资本合作的融资模式(TOT,转让-运营-转让)。以东北国有林区为例,对林区生态公益林建设的融资困境与原因进行分析,探讨TOT融资模式运用到生态公益林建设中的可行性与运营过程,对生态公益林TOT融资模式运营的成本与收益进行分析,构建生态公益林TOT融资模式保障机制,为东北国有林区生态公益林TOT融资模式的顺利引入与实施提供一定的理论支撑。更多还原

【Abstract】 Under the background of supply-side structural reform strategy and based on PPP financing idea and mode, this paper elaborated a new TOT financing mode of cooperation between government and social capital.Taking Northeast state-owned forest region as an example, this paper analyzed the financing difficulties and causes of ecological non-commercial forest construction in forest area, discussed the feasibility and operation process of TOT financing mode applied to ecological non-commercial forest construction, and analyzed the cost and benefit of TOT financing mode operation of ecological non-commercial forest, constructed the guarantee mechanism of TOT financing mode for ecological non-commercial forests so as to provide some theoretical support for smooth introduction and implementation of TOT financing mode of ecological non-commercial forest in Northeast state-owned forest regions.更多还原
