【摘要】 指出了至今排污许可证核发已有30多个行业,但证后监管仍然是当前的薄弱环节。通过分析现阶段国内证后监管的实践进展,仍存在证监管要求不明确、职责分工不明确、监管体系不完善、管理不到位等问题,从加强动态监管等方式、强化队伍建设等方面提出了进一步完善证后监管体系的建议。更多还原

【Abstract】 Up to now, more than 30 industries have issued pollutant discharge permits, but post-certification supervision is still a weak link. Through the analysis of the current domestic practice progress of post-certificate supervision, there are still some problems, such as unclear requirements, unclear division of responsibilities, imperfect supervision system, inadequate management, strengthening dynamic supervision, strengthening team building and so on.
