【摘要】 指出了随着技术的进步,大气污染物排放量的降低,现有企业与周边环境敏感目标之间的防护距离不能满足相关法规政策要求,因此探究不同技术改革以及污染治理措施下的卫生防护距离的合理性显得尤为重要。确定卫生防护距离的方法有:计算公式法、行业标准法以及AERMOD模型模拟法。以某铝业公司电解铝三期、四期工程为例,对其卫生防护距离的合理性分析可知:在三期工程的基础上,四期工程进行技术改革,根据无组织废气排放量算出三期工程的卫生防护距离为1200m,四期为800m。四期工程对废气处理采用干法净化技术以及设置通风除尘系统,计算可得四期工程的卫生防护距离为800m。而四期工程拟建初期环评报告表设置的卫生防护距离是1000m。结果表明:这类技术改革以及污染防治措施的利用使得卫生防护距离的缩小,这有利于多余空地的合理规划,对居民的生活健康也有保障,所以技改和采取污染防治措施后的卫生防护距离更具有合理性。更多还原

【Abstract】 With the progress of technology,the emission of atmospheric pollutants has decreased.The protection distance between the existing enterprises and the sensitive targets of the surrounding environment cannot meet the relevant regulatory policy requirements.Therefore,it is very important to explore the rationality of health protection distance under different technological reforms and pollution control measures.The methods to determine the distance of health protection are:formula method,industry standard method and AERMOD model simulation method.In this paper,the third stage and the fourth stage projects of electrolytic aluminum in an aluminum company are used as an example.The rationality analysis of its health protection distance is known.On the basis of the third stage project,the fourth stage project carry out technological reform.The health protection distance of the three-phase project according to the unorganized exhaust emission is 1200 mand the fourth period is 800 m.The four-phase project adopts dry cleaning technology and ventilation dust removal system,and the health protection distance of the four-phase project is 800 m.The health protection distance measured in the initial EIA report of the four-stage project is 1000 m.Such technological reforms and the use of pollution control measures have reduced the distance of health protection,which is conducive to the reasonable planning of surplus space,and also to the residents’ living health.Therefore,it is more reasonable to improve the health protection distance from technological reforms and pollution control measures.更多还原
