我国碳排放权跨区域交易研究

【摘要】 经过近7年的探索,2017年12月19日国家发展和改革委员会发文,正式启动全国碳排放权交易体系,标志着我国碳排放权交易事业进入新的历史时期,跨区域间的碳排放权交易成为必然。针对我国存在碳排放量大的地区和碳排放量小的地区环境质量不对称的情况,提出碳排放权跨区域交易不能像简单的商品交易,应形成内生驱动的碳排放权跨区域交易生态系统,将碳排放权跨区域交易获得的利润投入到环境保护事业当中。更多还原

【Abstract】 After nearly seven years of exploration,the national development and reform commission issued a document on December 19,2017,formally launching the national carbon emission right trading system,marking that China’s carbon emission right trading business has entered a new historical period,and cross-regional carbon emission right trading has become inevitable.However,there is an asymmetry between the environmental quality of large carbon emission areas and that of small carbon emission areas.Unlike simple commodity trading,trans-regional trading of carbon emission rights should form an endogenously driven trans-regional trading ecosystem of carbon emission rights,and put the profits obtained from trans-regional trading of carbon emission rights into environmental protection.更多还原
