【摘要】 随着农民维权意识、环保意识的不断提高,他们已经从"沉默的大多数"渐渐觉醒,其环境抗争处于并将长期处于"白热化"阶段。然而,农民的自身缺陷与政府治理问题等多方面因素交织在一起,农民通常选择体制外抗争或体制边缘抗争方式,这进一步加剧了暴力冲突或群体性事件的恶化。研究认为,可以通过一些制度化的方法将环境保护成效纳入地方政府的绩效考核指标体系,在转变政府职能过程中提高农民的自组织化程度,以期达到政府、企业与农民的力量均衡,从而提高政府公信力、强化治理能力,确保政府环境治理的法治导向、民意导向和绩效导向。更多还原

【Abstract】 With the growing awareness of the rights and environmental of farmers, they have gradually awakened from the "silence of the majority", and environmental struggle in the long-term will be in the white hot stage.
