【Abstract】 Before 1949,there were mainly drought , flood , and insect plague in Loudi region , Hunan province.there were also other natural calamities such as hail , earthquake , windstorm , disaster caused by ice , and so on . These calamities , especially in modern times , seriously ruined social production , impeded the development of economy in Loudi region ,and brought about lots of refugees . Rulers in history took several active measures to prevent and cure natural calamities in order to maintain their safe domination . However , The work of natural calamities prevention and cure in the end of Qing dynasty and in the period of Republic of China was worse than before .更多还原
