重建规划的前瞻性:基于资源环境承载力的布局

【摘要】 汶川大地震及次生山地灾害,给灾后恢复重建带来多种困难。认识灾区资源环境承载力变化特征是灾后重建工作的重要基础,很显然,山区承载力具有国家性。重建工作要遵循可持续发展原则,并在重建规划指导下,逐步实现山区人口合理布局的调整,慎重对待迁建问题,要继续深化灾后恢复重建工作的基础性、战略性研究,开展地震次生山地灾害链形成机理、防治与预警技术的研究。

【Abstract】 The Wenchuan Earthquake and secondary mountain land disasters induced by this earthquake have caused many difficulties for the restoration and reconstruction in Earthquake areas after the disaster.The cognition of the changing characteristics of carrying capability of resources and environments in seismic disastrous areas is the important basis for the reconstruction after the disaster.Apparently, the carrying capability in mountain areas have national character.The construction work should follow the sustainable principle, and under the guidance of reconstruction planning, gradually realizing the regulation of the rational population distribution in mountain areas.Additionally, the government should prudently treat moving to new places and relocation of the cities and towns destroyed by the earthquake.Finally, it is necessary to continue the deepening of the fundamental and strategic study on the restoration and reconstruction in seismic disastrous areas after the disaster, and to conduct the study of the mechanism of the formation of the secondary earthquake disaster chain in mountain land, and the study of the control and early warning technology of earthquake-induced disasters.
