【摘要】 改革开放以来,科技金融从科技与金融结合的政策实践到金融、科技与产业深度融合发展态势,成为国家和地方政府创新驱动发展战略的重要抓手。当前,科技金融的外延发生变化,内涵也在不断演进,呈现出一定的技术经济范式特征,把握这种态势和特征,丰富和完善科技金融理论体系,需要结合科技创新和金融创新"双轮"驱动发展的实践,从微观、中观、宏观3个维度明晰科技金融的资本工具、创新政策、新经济范式三大属性,从短期和长期两个角度辩证认识科技金融作为工具、政策或范式的实践效用和理论价值。更多还原

【Abstract】 Since the reform and opening up,sci-tech finance has become a key player in the innovation-driven development strategy of the state and local governments,from the practice of the combination of science and technology with finance to the deep integration of finance,technology and industry.At present,the extension of sci-tech finance has changed,and its connotation is constantly evolving,presenting certain technical and economic paradigms.Grasping this situation and characteristics,enriching and perfecting the theoretical system of sci-tech finance,it is necessary to combine the sci-tech innovation and financial innovation "two-wheel" driven development,and clarify the three major attributes of technology finance,capital tools,innovation policies,and new economic paradigms from the micro,meso,and macro dimensions,and dialectically understand the practical utility and theoretical value of science and technology finance as a tool,policy or paradigm from both short-term and long-term perspectives.更多还原
