广东创新人才队伍建设40年:政策演进、发展现状、存在问题与对策建议

【摘要】 改革开放以来,广东持续推进体制机制改革和政策创新,优化提升重大人才工程,大力推动创新人才高地建设,人才支撑创新发展取得积极成效。文章回顾梳理了改革开放以来广东创新人才政策演进历程及总体发展概况,剖析存在的主要问题,并以国家战略需求和存在问题为出发点和落脚点,提出广东打造创新人才高地的对策建议。

【Abstract】 Since reform and opening-up, Guangdong continuously pushes forward the reform of institutional mechanisms and policy innovation, improves major talent projectes, vigorously promotes the construction of innovative talents’ highland, talents support innovation and development have achieved positive results. The paper reviews and sorts out the evolution course and general development of innovative talents policies in Guangdong province since the reform and opening up, analyzes the main problems,and takes the national strategic demand and the existing problems as the starting point and the end point. Finally, the paper proposes corresponding countermeasures for how to build innovative talents highland in Guangdong.
