【摘要】 以玉树地震应急管理为典型案例,基于美国雪城大学应急管理案例分析模式,结合中国案例的特点,对美国雪城大学应急管理案例分析模式进行修改,确定中国应急管理案例分析模式,以《突发事件应对法》中规定的应急管理的生命周期,即预防与应急准备、监测与预警、应急处置与救援、事后恢复与重建等四个阶段为脉络,详细分析了中国地震应急管理的经验和教训,并在此基础上对未来的中国地震应急管理工作提出了建议。更多还原

【Abstract】 The present paper explores the earthquake emergency management model for China based on Syracuse University’s model and the actual property of YUSHU earthquake in China;then,the author analyzes the experiences and lessons from earthquake emergency management in China guided by the rules of emergency management provided by the book Emergency Response Method which include four stages: prevention and preparation,monitor and early warning,response and secure,recovery.At last,the author put forwards some suggestions for future earthquake emergency management in China.更多还原
